The CSS model states that borders and padding should subsist applied on top of the specified broadness of an element. As such, on the supposition that I have a 200px div, and put 40px worth of borders and padding, lump, the width will then be 240px. This makes expert fully informed sense; however, Internet Explorer actually did things differently. They adopted a imitation where the maximum width is that which you specified. The borders and padding are that time factored into that width, reducing the ~ment area. As a result, the broadness of the element never exceeds the settled width of 200px.
